When integrating with the WebAdmin Web API, you should always communicate to the WebAdmin server.  This is generally the system that hosts the database and all Policy Services load their configuration from via the WebDB API.

In a properly configured Netsweeper cluster, the WebAdmin service should only be enabled on the WebAdmin server.  The Policy Servers and Reporters should have the WebAdmin service disabled.
